ATT put a data block on my phone?

ATT put a data block on my phone. How do I know? I tried to send pictures to my fb page, and it said it was unsuccessfully sent. Then my mom received a text from ATT saying they put a data block on my phone as of today. my mom didn't block anything. Is that a mistake from ATT or is it natural that they do?
