Can My Employer Give Out My Income To A Third Party?

Can an employer give out your income/employment history to a third party? I know things such as child support, or if they are served with a subpoena for records, or for default in loans they are obligated by law to give those over. But what about for income verification such as a Child Care Assistance agency that provides subsidiaries to families?
