Would my phone get charged?

I have At&t, with a basic plan. No international calling. Now, my idiot friend from south Africa found my cell number on Facebook and tried calling it. I didn't have my phone with me so I didn't answer and didnt know until he emailed me to answer it. Would Att charge for an incoming international call that I didn't answer?
