Photoshop, how to get this effect?

The picture is naturally out of focus, there are way to achieve that effect but it depends on the program you have, just look under your effect on your photoshopping program, the coloring is selective color so they did it on photoshop cs2 or up. and it looks like a light gray layer on mulitply.
